TERMS AND CONDITIONS

The RAPIDASIG platform — the website www.rapidasig.md, its subdomains and the RAPIDASIG mobile app — is operated by the Insurance and Reinsurance Broker Company "MGP BROKER" S.R.L., IDNO 1008600020368, with its registered office at 12 Mihail Kogălniceanu St., Chișinău, a licensed insurance and reinsurance broker (hereinafter "RAPIDASIG", "we").

RAPIDASIG is an electronic platform that brings together the offers and services of partner sellers — insurance companies, entities licensed by the National Bank of Moldova to issue electronic money and provide payment services, authorised distributors of road vignettes and road tax payment services, and courier service providers — and makes it possible to purchase insurance products and complementary services online.

RAPIDASIG acts as an insurance intermediary: it presents offers, calculates premiums based on the insurers' tariffs, transmits requests and delivers policies. The insurance contract is concluded between you and the insurer you choose, under that insurer's insurance conditions.

This document describes the conditions for accessing and using the platform. It should be read together with the Privacy Policy, the Cookie Policy and the Delivery Conditions. In case of discrepancy between the Romanian, Russian and English versions, the Romanian version prevails.

Using the platform implies acceptance of these Terms and Conditions, which constitute a binding agreement between you and RAPIDASIG. Please read them carefully; if you do not agree with them or have any questions, do not use the platform and contact us.

The platform may be used only by persons with full legal capacity, who exercise their rights and assume their obligations personally and directly. Legal entities act through their representatives.

Accepting the Terms does not constitute consent to the processing of personal data. The data needed to calculate the premium and to conclude and manage contracts is processed on the basis of the contract and legal obligations, as described in the Privacy Policy. We ask for your consent separately, through a distinct, unticked option, only for marketing communications and optional cookies; refusing does not affect the conclusion of the contract, the price or the terms.

Term	Definition
User	the person who uses the platform, requests offers or purchases insurance products and complementary services and who has the legal capacity to conclude an insurance contract.
Insured	the person whose health, civil liability or property is insured under the insurance contract.
Insurer	a legal entity registered in the Republic of Moldova that holds a licence to carry out insurance (reinsurance) activity.
Insurance intermediary	a natural or legal person who carries out insurance intermediation activity for remuneration and has the status of insurance broker, insurance agent or bancassurance agent.
Insurance contract	the legal act by which the insured undertakes to pay a premium to the insurer, who takes on the insured risk and undertakes, upon its occurrence, to pay the insured or a third party an indemnity or the insured sum.
Insurance conditions	the contractual clauses issued by the insurer, an integral part of the insurance contract, governing the rights and obligations of the parties.
Partner sellers	insurers and insurance intermediaries that meet the legal requirements to carry out their activity; entities licensed by the National Bank of Moldova to issue electronic money and provide payment services; authorised distributors of road vignettes and road tax payment services; courier service providers. The list of partners is available in the "Partners" section of the platform.
Rovinieta	the fee for using Romania's national road network, payable for any vehicle travelling on these roads, regardless of the country of registration or the driver's residence.
Delivery	the free auxiliary service offered by RAPIDASIG, consisting in the transport of paper insurance contracts to the User, under the conditions set out in the Delivery Conditions.
IT system	the computing and software devices that work together to ensure the processing, storage, sending and receiving of data through the telecommunications network.
Provision of services by electronic means	the provision of services by sending and receiving data using IT systems, at the individual request of the User, without the simultaneous physical presence of the parties.

• For the platform to work, JavaScript must be enabled in your browser and essential cookies (authentication, calculators, payment, security) must be allowed. Analytics, functional and advertising cookies are used only with your consent, given through the cookie banner; you can change your choice at any time via the "Cookie settings" link in the page footer. Details in the Cookie Policy.
• Communication with the platform is protected by an encrypted connection (HTTPS/TLS). Data transfer and the authentication process take place over this connection. RAPIDASIG makes every effort to ensure the security of the data transmitted.
• Your user account is personal. Keep your password confidential, do not share it and inform us immediately if you suspect unauthorised use of your account. Actions performed from your account are attributed to you.

RAPIDASIG gives Users access to a database of price offers for insurance products, the possibility to study the partner sellers' insurance conditions and to compare products. RAPIDASIG acts as an intermediary in the online distribution of insurance products and publishes the information provided by the partner sellers.

The insurance contract is concluded through the platform on the basis of:

• these Terms and Conditions;
• the User's request for an offer;
• the offers communicated to the User by the partner sellers;
• the partner sellers' insurance conditions.

After choosing an insurance product, the User must carefully read in full the general and specific insurance conditions of the chosen product, as well as the pre-contractual information documents made available on the platform.

• The User completes the request-for-offer form via the "Insurance calculator" option. Based on the data entered, the IT system calculates the insurance premium by applying the insurers' tariffs.
• The calculated premium is checked and confirmed by the partner seller's authorised person during working hours. The premium may vary depending on the accuracy of the data entered and on the exchange rate, for products whose premium is calculated in foreign currency.
• If the User agrees with the calculated premium, the next steps become available. By entering the data needed to obtain the offer, the User confirms that: they agree with these Terms and Conditions; they have read and agree with the general and specific insurance conditions of the chosen product; the data provided is true and correct at the time of entry and has been checked by them, with the possibility to correct it if errors are noticed; they have read the Privacy Policy.
• The IT system analyses the request and automatically saves the insurance offer, which includes the contract data, the premium amount and the payment methods.
• If the User accepts the offer of the insurer or broker, they choose the payment method. The insurance premium is paid directly into the account of the insurer or its authorised representative.
• An insurance contract concluded electronically is deemed concluded when the insurance premium or the first instalment is credited to the indicated bank account or when the payment is confirmed, for online payment. The policy enters into force on the date set in the contract, but not earlier than the payment of the premium or first instalment and its receipt in the insurer's account.

Accuracy of contact details. The phone number, e-mail address and order notes are entered at the User's responsibility. If the premium was paid online but the User could not be contacted, the money is refunded within 3 working days.

Electronic medical insurance

• is available to the Insured only in electronic form;
• after payment of the order, registration of the policy in the system takes up to 10 minutes;
• if, after successful payment, the policy has not been received at the indicated e-mail address, the User can download it on the Insurance policy verification page or by contacting the call centre at 022 93 01 91;
• the validity of the policy can be checked on the same page.

A policy issued online, by remote electronic means, is subject to the rules on the sale of products by electronic means; its signature by the Insured/Policyholder is not required. RAPIDASIG sends the User the contract and the insurance policy, the latter signed by the partner seller. On request, the User can obtain the contract bearing the partner seller's handwritten signature and stamp by visiting one of our offices listed on the Contact page, during working hours.

The legal framework of a policy issued online is identical to that of a classic policy: the legislation of the Republic of Moldova on insurance activity, Codul civil and the general and specific insurance conditions of the chosen product. The online arrangement is governed by electronic commerce legislation, under which an electronic contract has the same legal force as a contract drawn up in written form and signed by the parties.

RCA issued electronically

• after payment, the request is processed by a RAPIDASIG operator; if all the data is correct (premium calculation, vehicle data, insured's data, etc.), the policy is sent to the User's e-mail;
• issuing RCA contracts requires operator involvement, so policies are issued only during working hours;
• the validity of an RCA policy can be checked on the official website of the National Bank of Moldova: rca.bnm.md.

Termination through the platform is possible only before the contract enters into force. After entry into force, termination takes place only at the insurer's office, under the conditions provided by the legislation in force and the insurance conditions.

Attention! RCA and Green Card contracts with an insurance period of up to and including one month cannot be terminated.

• The rovinieta purchase service is provided by "PAYNET SERVICES" S.R.L. (hereinafter the "Distributor"), an authorised distributor. The Distributor issues the rovinieta according to the order data, provided it meets the issuance conditions, after payment confirmation, and provides the User with the customer-copy document attesting the issuance.
• The User is responsible for the data provided in the order. Submitting the order is not sufficient: the User must wait for confirmation that the rovinieta has been issued before driving on Romania's national roads.
• The Distributor is not liable for any damage that the User or a third party may suffer as a result of the Distributor's performance of its obligations under the order.
• Changing the rovinieta. If an error is found, the User has no more than 60 minutes from the registration of the rovinieta to make corrections. Only the registration number or the chassis number (VIN) can be corrected.
• The rovinieta cannot be cancelled.
• For the rovinieta issuance service, the Distributor processes your data as an independent controller, under its own privacy policy.

• Road tax is paid through "LEMONLINE PRODUCTION" S.R.L., IDNO 1016600033057 (hereinafter the "Provider"), acting as an authorised agent. The Provider pays the road tax based on the information in the order, provided it meets the requirements for issuance, after payment confirmation, and issues the User a confirmation document attesting the payment.
• The User bears full responsibility for the accuracy of the data submitted in the order.
• RAPIDASIG cannot refund road tax that has been paid. If the vehicle owner has paid the tax twice in the same year, the excess amount is credited against the tax due for the next fiscal period or refunded upon an application submitted directly to the State Tax Service subdivision serving the taxpayer.
• For this service, the Provider processes your data as an independent controller, under its own privacy policy.

Paper policies are delivered free of charge under the conditions described on the Delivery Conditions page. For delivery we pass on to the courier only the data needed: name, phone number and address.

Personal data on the platform is processed in compliance with Legea nr. 195/2024 privind protecția datelor cu caracter personal and is described in full in the Privacy Policy, which forms part of the information we provide to you before you use the services.

• MGP BROKER S.R.L. is the controller of the data processed through the platform. Insurers, distributors of road vignettes and road tax payment services and payment service providers process data as independent controllers for the services they provide.
• The data needed to calculate the premium and to conclude and manage contracts is processed on the basis of the contract and legal obligations; refusing to provide it makes it impossible to provide the service.
• Consent is requested separately, only for marketing communications and optional cookies, and can be withdrawn at any time, as easily as it was given.
• If you enter the data of other persons (authorised drivers, insured persons, beneficiaries), you confirm that you are entitled to provide it and you bring the Privacy Policy to their attention.
• Your data rights — access, rectification, erasure, restriction, objection, portability, withdrawal of consent, complaint to the National Centre for Personal Data Protection — are exercised by writing to [email protected] or at our registered office, under the conditions of the Privacy Policy.

The User can check and change the data entered before placing the order. If you notice an error after placing the order, contact us as soon as possible by phone, e-mail, from your account or at our offices. The partner seller's authorised person makes the necessary changes if this is possible and if the error does not conflict with the conditions of the section "Termination of the insurance contract" or with the special rules for the rovinieta and road tax.

RAPIDASIG does not deliver the insurance policy again if the error was caused by the User. Correcting contract data does not limit your right to request the rectification of your personal data, which can be exercised through any channel, under the conditions of the Privacy Policy.

Copyright in the information and materials published on the platform belongs to MGP BROKER S.R.L. Use by third parties of the information contained on the platform without the prior written consent of MGP BROKER S.R.L. is prohibited.

The referral link, unique per order, used by the brand promotion agent under the referral programme to promote the MGP BROKER S.R.L. brand and products, may not be used in promotional campaigns through Google Ads, Facebook, Instagram or other platforms on which MGP BROKER S.R.L. promotes itself independently. Agents' data is processed under the conditions of the Privacy Policy.

RAPIDASIG is not liable for damage, conflicts or disputes between Users and partner sellers, which are settled between them under the insurance contract or the relevant service and applicable law.

RAPIDASIG is not responsible for the consequences of the User entering erroneous or incomplete data, nor for platform interruptions caused by factors beyond its control, except where the law provides otherwise.

RAPIDASIG may revise this document at any time by updating this page. The version and effective date are indicated in the header; we announce significant changes on the platform or in your account before they take effect. We recommend that you review this page periodically. Continued use of the platform after changes are published implies acceptance of them.

These Terms and Conditions are governed by the laws of the Republic of Moldova. Any disagreements are settled amicably and, failing that, by the competent courts of the Republic of Moldova. If any clause is declared null or unenforceable, the remaining clauses remain valid.
