Legal stay in the Republic of Moldova requires meeting the conditions set out by law. Foreign nationals who wish to settle in Moldova for more than 90 days may apply for the right of temporary residence, confirmed by a residence permit. The competent authority is the General Inspectorate for Migration (IGM) under the Ministry of Internal Affairs, which has taken over the functions of the former Bureau for Migration and Asylum.
This is where many applicants get it wrong. For a residence permit you need, in sequence, two different things:
- 1 · VOLUNTARY medical insurance
- Purchased only for the period the permit is being processed.
- Covers medical costs until the residence permit is issued.
- This is the product we offer and issue quickly.
- Plans: outpatient, or outpatient + inpatient.
- 2 · Mandatory AOAM (after issuance)
- Once the permit is issued, the foreigner must pay the mandatory health insurance (AOAM) premium as a fixed amount.
- Paid via MPay (mpay.gov.md) to CNAM.
- Legal deadline: by 31 March.

- work (migrant worker, posted worker, highly qualified, IT specialists, free economic zones);

AOAM amounts are set annually by law and paid to CNAM. Voluntary medical insurance for the permit-processing period is calculated separately, based on age, term and plan (outpatient / outpatient + inpatient).

- How to obtain the right of temporary residence
The applicant attends in person the Single Window for documenting foreigners (Chisinau, 124 Stefan cel Mare si Sfant Blvd.) or a regional office (Balti, 9 Moscovei St.; Comrat, 22 Comsomolului St.).
- The application is filed at least 30 calendar days before legal stay expires (15 days for EU citizens, investors and work immigrants).
- Processing time: 30 days (15 days for the categories above); can be reduced to 10 days with an expedited-processing fee.
- Failure to meet the filing deadline is sanctioned administratively.
- If legal stay expires before a decision, IGM issues a certificate confirming the applicant's status.
Common documents (vary by purpose)
- valid national passport (original and copy);
- the document used to cross the border;
- proof of housing (extract from the Real Estate Register or a registered lease);
- proof of means of subsistence;
- criminal record from the country of origin, legalised/apostilled;
- civil status documents, as applicable;
- colour photo 3x4;
- proof of medical insurance, as required by law.
