• Refusal of compensation

  To avoid unpleasant situations in which you have to bear the damage caused by an accident abroad, even if you have an insurance policy, you need to be informed about the cases when the insurance company has the right to refuse compensation, or to bring a recourse claim against the person responsible for the accident, which means that the insurance company will compensate the third party, but will have the right to claim from you all the expenses incurred.

  These cases are:

  • the issued Carte Verde certificate does not correspond to the territory where the accident occurred;
  • the accident was caused intentionally;
  • the person at fault leaves the scene of the accident;
  • at the time of the accident, the vehicle was being driven under the influence of alcohol or drugs;

  • the person responsible for the accident was driving the vehicle without a driving license or in breach of the driving license rules (wrong category; expired license);
  • the insurance company was not notified of the accident within 48 hours;
  • the accident occurred while the perpetrator of an offense was trying to evade pursuit.
• Refund of the premium

  If the insurance has not yet come into effect (the insurance period indicated in the insurance certificate has not started), you can request the cancellation of the Carte Verde contract, and the premium paid will be refunded in full. In this case you will only pay the cost of the form (10-20 lei, depending on the insurance company).

  Important! Termination of the mandatory external motor third-party liability insurance contract is not allowed if the unexpired insurance period is less than 1 month from the date the request is registered, regardless of the reasons invoked by the insured.

  If the insurance has already come into effect, but your trip has been cancelled and you no longer need Carte Verde, you can request the cancellation of the contract, provided you present a document confirming that you have not left the country. In this case, the premium corresponding to the remaining insurance period will be refunded, and you will additionally pay the cost of the form (10-20 lei, depending on the insurance company).

  If you want to sell the vehicle and the Carte Verde insurance is still valid If you want to sell the vehicle and the Carte Verde insurance is still valid, the insurer refunds the premium for the remaining period until the contract expires, withholding the amount of the actual administrative expenses (25%).

  The insurer is released from the obligation to refund the insurance premiums if, before termination, it has already made compensation payments or received notice of an accident involving your vehicle.

  In case of a change of the registration number of the insured vehicle, you can request the amendment of the external motor third-party liability contract with the old registration number, and the issuance of a new policy.

  In case of loss of the Carte Verde policy, a new Carte Verde policy is issued to replace the lost one, provided the corresponding documents are presented; the cost of the duplicate is covered by the applicant.

• Carte Verde for a vehicle registered abroad

  The Carte Verde insurance certificate is issued only for vehicles registered in the Republic of Moldova! If you own a vehicle registered abroad, and your Carte Verde insurance expires while you are on the territory of the Republic of Moldova, you will need to purchase a border insurance policy at the state border checkpoint.

  Therefore, when entering the territory of Romania or another state of the European Economic Area, drivers will purchase a border insurance policy for a period of at least 30 days. The insurance purchased upon entering the territory of an EEA member state will be valid in all the other member countries of the EEA.

  As for driving in the territory of Russia, Belarus and Ukraine, drivers will need to purchase a domestic RCA insurance policy when entering each of these countries.

• The process of registering the insured event

  In case of a road accident abroad caused by your fault:

  • do not leave the scene of the accident and take all possible steps to reduce the damage caused;
  • immediately notify the police authorities closest to the scene of the accident, requesting that documents be drawn up regarding the causes and circumstances of the accident and the damage caused, or, if the legislation of the country allows, fill out an Amicable Accident Report form;
  • Important! if the documents related to the insured event are drawn up in a language you do not understand, add the note: "I do not understand the language";
  • present sheet II "Duplicate" of the Carte Verde insurance certificate to the police authority or to the injured party;

  • if this is not the first accident involving the Insured and the duplicate of the policy has already been used, you must make a photocopy of the "Original" and hand it to the injured party, or have the Carte Verde details indicated in the document confirming the insured event. Sheet I of the policy "Original" remains permanently with the Insured;
  • notify the National Bureau of Insurers of the respective country about the accident (the addresses of the National Bureaus are printed on the back of the Carte Verde certificate);
  • notify the insurer that issued the Carte Verde insurance certificate about the road accident and its circumstances within 48 hours;
  • do not take any independent measures to repair the damage.
• Compensation procedure for Carte Verde insurance

  Who grants compensation for the damage caused is determined as follows:

  • if the person at fault for the accident is a resident of the country where the insured event occurred, the damage will be compensated by the insurance company with which the person at fault is insured;
  • if the person at fault for the accident is not a resident of the country where the insured event occurred, the damage will be compensated through the National Bureau of Motor Insurers of the country on whose territory the insured event took place.

  Claim payment is made in accordance with the rules of the country where the accident occurred.
