The vignette is a road tax for vehicles with foreign registration entering or transiting through Moldova. Below — who needs it, for what period it is issued and what fines apply. You can purchase it online through the calculator.
Pay for the vignette onlineThe vignette is the fee for using the roads of the Republic of Moldova, applicable to motor vehicles not registered in the Republic of Moldova, classified under tariff heading 8703, and to trailers attached to them, classified under tariff heading 8716, buses with 9 to 24 seats, buses with over 25 seats, trucks with/without trailer, road tractors with/without semi-trailer up to 3.5 t inclusive, trucks with/without trailer, road tractors with/without semi-trailer from 3.5 t to 10 t inclusive, trucks with/without trailer, road tractors with/without semi-trailer from 10 t to 40 t inclusive, payment of which is confirmed by a certificate valid for a certain period of time.
Subject to taxation are natural persons and legal entities who own or have the right of use, confirmed by the corresponding documents, of motor vehicles classified according to the Tax Code, not registered in the Republic of Moldova and registered in other states, entering or transiting the territory of the Republic of Moldova.
*Not subject to taxation:Natural persons and legal entities who place their motor vehicles under the customs import regime;
Diplomatic missions, consular offices and their staff;
Motor vehicles belonging to foreign military forces are not subject to taxation, in accordance with the international treaties to which the Republic of Moldova is a party.

Being present on the territory of the Republic of Moldova with a vehicle not registered in the Republic of Moldova, classified under tariff heading 8703, and the trailer attached to it, classified under tariff heading 8716, without the certificate attesting payment of the vignette, for a period of less than 7 days:
is punishable by a fine of 45 to 60 conventional units.
Being present on the territory of the Republic of Moldova with a vehicle not registered in the Republic of Moldova, classified under tariff heading 8703, and the trailer attached to it, classified under tariff heading 8716, without the certificate attesting payment of the vignette, for a period longer than 7 days:
is punishable by a fine of 60 to 78 conventional units.
Repeated commission, within the same calendar year, of the offense provided for in para. (1) by a person already sanctioned for this offense
is punishable by a fine of 60 to 78 conventional units applied to natural persons, and a fine of 90 to 120 conventional units applied to legal entities.
Repeated commission, within the same calendar year, of the offense provided for in para. (2) by a person already sanctioned for this offense
is punishable by a fine of 72 to 90 conventional units applied to natural persons, and a fine of 120 to 180 conventional units applied to legal entities.
The application and execution of the administrative penalty does not release the offender from fulfilling the obligation for the non-fulfillment of which it was applied.
In this case, the offender pays the vignette according to annex no. 21 to title IX of the Tax Code, including in the amount established for each consecutive period of 180 days, as well as for the incomplete periods following the first 180 days.
The vignette is required for owners or users of vehicles registered abroad who enter or travel on the territory of the Republic of Moldova. The obligation applies to both natural persons and legal entities, if the right of ownership/use is confirmed by documents.
Yes. If a vehicle with foreign license plates transits through the territory of the Republic of Moldova, the vignette is also mandatory.
The vignette is issued for a fixed period, indicated in the certificate/payment confirmation. The available periods depend on the chosen option — the current intervals are displayed at purchase/in the calculator.
Errors in the country of registration or the registration number may be treated as the absence of the vignette for the vehicle, since the data is verified by the control authorities (customs/police) during checks and when leaving the country. To avoid problems, enter the number in uppercase Latin letters and carefully check the country of registration.
After issuance, you receive confirmation of registration and payment (usually sent to the indicated email). It is important to keep the document/payment confirmation: the information is recorded in the database and can be checked by the control authorities.
If a vehicle with foreign license plates is in Moldova without confirmation of vignette payment, fines apply:
— up to 7 days — fine of 45 to 60 conventional units;
— over 7 days — fine of 60 to 78 conventional units;
— repeated violation within a year — higher fines (separately for natural persons and legal entities).
The application of the fine does not cancel the obligation to pay the vignette.
