The authority competent to carry out the registration and deregistration of vehicles and trailers is the Public Institution "Public Services Agency".
The registration, recording of the transfer of ownership and deregistration of vehicles and trailers are carried out by the territorial vehicle examination and records subdivisions of the Public Institution "Public Services Agency".

The registration of vehicles and numbered assemblies is carried out for individuals and legal entities
Documents required for the first registration of an imported vehicle:
- the applicant's request
- the document attesting the applicant's ownership right over the vehicle or trailer, in original and copy
- the applicant's identity document, in original
- proof of the periodic technical inspection, valid at the time, and proof of payment of the road usage tax
- the customs document attesting the final or temporary import for temporary registration, in the case of vehicles and trailers imported into the Republic of Moldova (in original and copy)
- proof of payment of the fees set by the competent authority for the services rendered
- power of attorney (if applicable)
- the vehicle identification report (VIR)
- proof of the additional mandatory payment provided for by Legea Fondului republican și a fondurilor locale de susținere socială a populației nr. 827-XIV din 18 februarie 2000 (if applicable).
The document confirming the vehicle's registration is the Registration Certificate, commonly known as the "technical passport".
The certificate is a green plastic card. The cost of obtaining it varies depending on the processing time:

Fees for the registration of an imported vehicle:
- 400 lei – vehicle identification during the state registration process (checking the vehicle's and assemblies' markings and the authenticity of the accompanying documents);
- 320 lei – registration certificate (within 30 days);
- 80 lei – provisional registration certificate;
- 480 lei – vehicle registration plates (270 lei – motorcycle plate; 270 lei – trailer plate);
If you have purchased a vehicle previously registered in the Republic of Moldova and want to re-register it in your name, you will pay:
- 480 lei – vehicle registration plates (270 lei – motorcycle plate; 270 lei – trailer plate);
- 320 lei – registration certificate;
- 80 lei – provisional registration certificate;
- 450 lei – assistance with drawing up the vehicle sale-purchase agreement;
- 200 lei – vehicle identification during the current state registration process (checking the vehicle identification number (VIN), body number, chassis).
Documents required for re-registration:
- the request of the new owner or, as applicable, of the authorized representative
- the document attesting the applicant's ownership right over the vehicle or trailer (in original and copy)
- the applicant's identity document (original)
- proof of the periodic technical inspection, valid at the time, and proof of payment of the road usage tax
- a copy of the valid mandatory civil liability insurance document for damage caused by vehicles
- the previous owner's registration certificate
- the registration plates, if they do not comply with the SM 122:2014 standard or if the issuance of plates with a different registration number is requested
- proof of payment of the fees for the services rendered
- power of attorney, if applicable
- the vehicle identification report
Fees for the registration of vehicles transferred for use to usufructuaries (loan for use, lease, leasing):
- 320 lei – registration certificate;
- 80 lei – provisional registration certificate;
No concessions are provided for obtaining the registration certificate.
